As part of the Tatweer II Programme, funded by the European Union and implemented by Un Ponte Per (UPP), Wedo Consulting conducted an independent third-party evaluation covering ten civil-society projects across Iraq. The consultancy delivered an impartial, evidence-based assessment of results, accountability, and learning—capturing the perspectives of CSOs, local authorities, and beneficiaries.
The evaluation was carried out across Baghdad, Ninewa, Basra, Anbar, and Erbil, focusing on projects that promoted good governance, human rights, and civic engagement. Findings from the assessment helped strengthen civil-society effectiveness and informed future programming for more inclusive, transparent, and sustainable development in Iraq.
Approach & Activities
Designed and implemented a nationwide mixed-methods evaluation that combined surveys, key-informant interviews (KIIs), and focus-group discussions (FGDs).
Conducted over 500 beneficiary surveys, 85 key-informant interviews, and 19 focus-group discussions across 10 governorates.
Delivered enumerator training workshops on research ethics, gender sensitivity, and digital data-collection methods.
Applied stratified random sampling and triangulation methodologies to ensure representation and data accuracy.
Produced individual evaluation reports for ten CSOs and one consolidated endline report, summarizing key findings, cross-cutting lessons, and recommendations.
Provided actionable insights on program management, governance, community participation, and civil-society collaboration.
Impact
The evaluation provided UPP and the European Union with a credible and independent analysis of Tatweer II’s performance. It enhanced transparency, identified effective models for CSO capacity development, and strengthened accountability across the programme.
Through this project, Wedo contributed to improving evidence-based decision-making, fostering stronger partnerships between communities, authorities, and civil-society actors, and setting a benchmark for third-party evaluation standards in Iraq.
